I'm only at the beginning of the video but that statement is insane because if you give a bunch of "reparations" to poor people who have made bad choices for many many years, choices that keep them in that tier, giving them more capital isn't going to change their situation; even as people who win the lottery that spend thousands of dollars over a decade to even win once, still will run out of their winnings within a year. Happens all the time. It isn't a lack of cash or opportunity as much it is a lack of proper education, in all areas necessary to not only move society forward, but to sustain one's state for a long period of time.
