  2.  @Menaceblue3  you could assume it just wasn't ready. The fact it keeps mutating makes it a bigger problem overall which is why the Chinese are still dealing with such harsh protocols. They were definitely embarrassed that it happened, but can't contain something already spreading...everywhere
