  3. These people think that presidents legislate even though the executive branch is in charge of enforcing laws already on the books. It's the execution of law enforcement hence the name executive branch. The legislative branch writes the laws and the judicial branch interprets the laws. The president is supposed to enforce through executive orders. That's why the whole maskmandate thing was unconstitutional.
