I only stretch at night before bed, especially when it comes to the target area for the next day, so if I'm going to be pressing&rowing I will make sure to stretch my lats and my pecs, and if I'm going to be training legs I will make sure to focus a little more on my hamstrings and quads, as well as some hip stabilizer muscles but I also do a sequence that relaxes me before meditating before bed. Definitely do not stretch before training yourself, you're better off mobilizing a joint or just warming of the area in general. You always want to train and ranges that your body is comfortable in, stretching beforehand exceeds those natural ranges and yes it might stimulate some brain activity but it can lead to an injury
