  1. It seems like a preferable solution might be to offer a mobility-limited shuttle service at park head quarters that would travel along an unobtrusive dirt road to the destination sight. Sure, some people might try to "game" the system, but that hasn't stopped us from providing handicapped parking and other similar services, and most people maintain those to be good ideas.
