  1. It happens because russians are using locals as human shield. Moreover, russian president told it himself in 2014: "... we will stand behind women and children, not in front, behind! We will see how [armed forces of Ukraine] will dare to shoot women and children". This is well know phrase of russian president, you can google it using "путин мы будем стоять сзади женщин и детей, пусть попробуют стрелять"
