You are totally wrong. There is no disconnect between people and politics. This phrase about separation is a doublethink approach: it allows russians to hate USA ("government") and love USA ("people") at the same time. Do you know that in 2014 about 85% of russians approved occupation of Crimea? In fact they approved start of war with Ukraine and didn't notice it. It is according to Levada - russian independent sociology company. The main reason why this war is not popular is due to it price for russians (too high). In 2008, fast and successful russian aggression against Georgia was very popular.
