British government hadn't organised the railways because they were in private hands. Same with coal and steel which also had to be taken under government control because of their under investment and small scale enterprises. When they were nationalised it was less traumatic than you'd think. Also agriculture. If you didn't produce, they would take your farm off you!

There was a laissez-faire regime in the UK pre war so the government didn't organise the ports as it didn't think it was it's business. The ports were nationalised in 1967 which is after 1931. It was the endless export of investment capital that meant Britain was not the most modern of countries, to be polite. And I suppose the liberal economic theories of those pre Keynesian days.
