Russia starts school at THREE YEARS ..we have meany kids who don't even speak English my grand parents spoke German and HAD to PAY for tutors before their children could go to pubic school!! Today we aIIow them to attend pubic schools not speaking or reading in English AND THE PARENTS ARE FUIENT IN ENGLISH BUT WANT THEIR CHILDREN TO TO SPEAK BOTH LANGUAGES AT OUR EXPENSE
