Ken Starr found Clinton guilty on 11 counts!! This is bull crap, he is covering -up the amount of money spent when he known early on that there was no there , there!! He said he saw not allowed to being a case not that he didn't have a case!!! He did not say he did not have a case left that up to interpretation that drawing a conclusion when he could not prosecute was pointless and not his place.. he avoided as usual.
