I constantly hear about bonuses. and those not being paid. In the situations described, this is totally correct. I have been at several jobs (and had my own companies) where bonuses are based on performance. These are technical professional roles. A typical plan is based on a combination of unit performance and company performance indexed by employee performance rating. People live on their regular paycheck, and then use the bonuses for "extras". To do otherwise is irresponsible. I am not talking about sales commissions or executive bonuses, which are based on individual performance. The former are generally not applicable to government jobs, as opposed to the latter. One other note about bonuses. In the US they are often used so as not to inflate base pay. They are sized to attract and retain workers assuming the company meets its goals. The money comes out of company profits. No profit no bonus. In a government role, no revenue, no bonus. So, as far as the bonuses go, these people should quit their whining.
