Something similar is happening in the US. A lot of smaller private colleges are closing. It just makes sense. Supply and demand at work. In the US the higher education system grew first to accommodate the returning veterans from WWII with the advent of the GI Bill. That expansion continued to accommodate the children of those veterans, the baby boom generation. That was the largest generation in US history. As that generation finished with university the US institutions courted foreign students to keep the numbers up. That has had a detrimental effect. It got so bad that the school my older son went to set up a scholarship fund with tuition totally waived for American students from the state we are in. This is a private technical university. The fund is financed by alumni. I actually know someone who went there under that scheme. My son just missed it, but he got substantial traditional scholarships. In China there is obviously an oversupply of university grads. It is devastating as many of your videos have shown. It seems like a total breakdown of central planning. Who would have thunk it.
