The concept of creating value locally in a globalized economy depends on respect for intellectual property. China has NEVER had this respect. Pretty much everything they have done is a rip off of someone else's technology. In my consulting activities I have seen this up close. Another issue is quality. Look at the example of Japan. In the early days after WWII their quality was very substandard. They addressed this and now make some of the highest quality products in the world. China has not made that leap. In fact, it seems that quality of Chines goods may be getting worse, even for simple goods. China has not figured things out. They grew so fast, and are so corrupt, that there is probably no path forward for them. Even if the CCP goes away, there may be little hope for China precisely because of the rampant corruption. The likelihood of China becoming an open, liberal democracy is very small.
