In many cases he has killed the messenger. Thus, Xi is there making decisions, or more correctly pronouncements, and it is up to others to interpret his will and act. Zeihan likes to point to the images we all have seen of airport runways being disinfected. This is the most wasteful and stupid thing one can do. It makes the CCP and the Chinese people look stupid, and we know the people are not stupid, just misled.
