  1. Week over week numbers are not a valid metric. You have to look at the current data in comparison to the peak numbers. In statistics, especially for percentage increases, the point of comparison is important. A good example. If you go back far, say 30 years like the mayor of Chicago has, then the story is quite different than if you go back 20 years. You have to ask, what is the goal. Then you can come up with useful comparisons.
