  1. China controls much of the rare earth minerals primarily because they do the processing. They, as is pointed out, use child labor in mining them in other countries. They also have few or no environmental controls. We used to mine and process this stuff in the US. It is a dirty business (environmentally) so we shipped it off to China. That is already reversing.
