Right off the bat, Mr. Gawande says it all. That US taxpayer dollars should be spent to support "humanity" in a global sense is the problem. ANY program that does not support the AMERICAN people and direct AMERICAN geopolitical goals should be shut down. These programs were first started to support American geopolitical goals. The idea was to pay people to be on our side. By the way, it has not turned out that way in many cases. They morphed into something more akin to guilt money. We are rich, others are poor, so we should pay. That is not a valid foreign policy goal. What we end up with is people like Mr. Gawande running such programs. Add on top of that the corruption in many of the countries that the US had provided aid to, and it becomes clear that it is time to stop the madness.
