The marijuana question is interesting, and it needs more study. I went to high school in the early 1970s in a very good neighborhood. Our school district was one of the top ten in the country. When they did surveys of the student body on drug use 85% admitted to smoking marijuana and 4% admitted to doing "hard" drugs. I think these numbers may be a little low. And yet, despite that, 100% graduated and 100% went to university. There were also no mass shootings at the time that I can remember. At that time people who had firearms often didn't even lock them up. I am not a big advocate of marijuana or drug use. Heck, I don't drink, or smoke weed, although I have in the past. But considering what I said in the previous paragraph I would hope that a more scientific approach to understanding the causes of both the school performance problem and the violence problem would be applied. I don't know what the answer is, but I am fairly sure it is not as simple as the mayor is making out. I do applaud him though for looking for answers and caring (even if he is a Democrat).

@johngoulooze7804 You are correct there. Talking about stems and seeds reminds me of a guy I knew, at university. When he and his friends were short of money, they would get the stems and seeds from a dealer he knew. Now this guy was doing a double major in physics and chemistry. So, he would take the stems and seeds and boil them down in a mixture of acetone and alcohol, right on the kitchen stove. This would result in a black glop which they called "Dr. Gallbladder's Merry Magic Dope Extender". I guess there was a little THC in it. They would dry it and then smoke it.
