One of the things that happened when the USSR broke up was that workers got shares of the companies they worked for. Having no experience of this, the people who became the oligarchs swooped in and bought the shares cheap. In China, individuals have limited access to the capital markets. Thus, they put their money into property. When people are not educated on how ownership of companies works, or when their access is limited, they do stupid things. In Russia you have an oligarchy. In China you have a property sector that is too large a part of the economy, and thus a bubble that is now bursting.
