  1. I sort of agree with Peter 's conclusion on this, but I think his understanding of the Internet is leaves something to be desired. What we call the Internet is based on the internet protocol or TCP/IP. This defines a way to communicate between networks. It is also an adaptive protocol. The other thing is that there are different types of traffic. There are various optimizations. Data centers are often located in larger countries, sometimes for efficiency reasons and sometimes for regulatory reasons. This is not the old phone system. The whole point I am trying make is that the network is adaptive and resilient. In the US we will be fine. If it comes down to conflict between, say, the US, China and Russia a lot of that traffic would be cut off anyway, and not by cutting cables. Heck, cut the cables and the US and its allies will have fewer malicious attacks. Hey, maybe we should do that now.
