  1. This stuff has moved around. The issue, as Peter pointed out, is really capital and regulation. Take rare earth metals, for example. They used to be mined and processed in the US. The processing is extremely dirty and the cost in the US to do it cleanly allowed China to swoop in and take that market. It is the same with iron, steel and aluminum. Two things will be needed. Regulatory reform and industrial policy. This has been anathema to many, but world conditions will change that. The Chips Act is a good example.
