This nitrogen problem already exists for more than 20 years but the party CDA (biggest farm party) made exclusions for the farmers all the time while they know there was a problem and now the government finaly takes action and see how the farmers cry now. While Dutch farmers already have an exception on the other farmers from Europe that is not fair at all.
