  1. In Douglas Adams' "Restaurant at the end of the Universe," a planetary government got rid of the obtuse, useless portion of its population. They did this by saying a giant, mutant star-goat was coming to devour the planet, and everyone would have to get on space-faring arks, and travel to a new planet. Of course, after that first one was launched, everyone else stayed. Given maga's love of conspiracies, maybe we can do something like that.
