  1. If they go out like that, and businesses open illegally, then those people are a threat to themselves and others: the definition of criminally insane. Since they won't practice self-quarantining themselves, then they need to be put under house arrest. They are breaking the law. They are criminals. Since they're already convinced that their freedoms are being taken away, then take away their freedom.
