How many rioters enjoy photographing children's artwork? If he just said they were taking pictures and people take pictures, that might have been fine. But he was taking pictures of children's artwork is a typically stupid cover story. But then, if he did admit they were just taking all kinds of pictures, and he didn't think anything of them photographing the stairwell and security checkpoints, then he might be considered negligent, naive...even complicit. Hence, rioters taking pictures of children's artwork.
