I'm surprised we don't have a test to vote. I guess it's good we don't, as it would be one more way to disenfranchise people: Who would decide the test results? How secure would the grading and results be? And the uneducated have as much right to vote as the well educated. But I'm also reminded of this quote from Thomas Jefferson: "...wherever the people are well informed they can be trusted with their own government...."
