She speaks like a teenage girl in her first acting class: over-pronouncing everything, not sure what to do with her mouth (which seems to impede her speech, making her over-prounce), and just unsure of what acting even means. She thinks it means to ham it up. Most all the Republicans these days are poor, failed actors. They're cheesy, obvious villains, like pro wrestling back in the 80s. And, of course, their base loves this. It's all optics for the base.
