@hkr667 I don't know the specifics of the Norwegian plan, but in the Netherlands, that business is totally allowed to drive that van. I live in an autoluw area myself, and I have a card that allows me to pass the checkpoint with a car (it's just an NFC reader and the pole stopping cars lowers in the ground). I very rarely use it, because there are literally 0 parking spaces in the area and I personally don't have a car (when you live a 10-minute walk from a large train station you don't need to). But during the time I moved here, I used the system with several cars and vans (stopping to unload cargo is allowed in the autoluw zone). Many companies also have these cards (and are allowed to access the zone. I've had several packages delivered by van in the zone). The primary consideration for autoluw is actually not combatting climate change. The main goal is a safe, pleasant and more accessible environment to live in, which, because of this, promotes businesses (autoluw boosts local economies, especially small business!). The terraces in the small streets in the city centre of 's Hertogenbosch wouldn't be nearly as popular if the city centre was filled with cars. My point is that local companies can still use their van fully without any issue (in fact, it's great for them: no more traffic jams). At least that is the concept of autoluw, I don't know what the municipality of Olso is proposing.
