Actually, you don't need one company (or government) to own everything for a single card for transportation. In the Netherlands we have the OV-kaart (Public Transport card) which can be used to check in on all public transport and because of where you check in and out, it knows which company should get the money. It's a fairly simple and quick system. Also, as a student, I get free public transport, which means that you can check in with that card anywhere without actually having to pay (the government does that). It's a pretty good system, and technically not that difficult to make.
