  1. Just a hypothesis, but it might have to do something with the oiliness of your fingers. By applying water, the oils on your fingers are rendered less effective. I wouldn't be surprised if there is an optimal point between reducing the effectiveness of the oil and the effect of the liquid water itself. But like I said, that's just a hypothesis.
