Is Cliff his name, or is it a joke, as in he's living under cliffs ?? 😂 Well, he's the one whose not got corporations billing him for gas & water, amongst other negative points. Seems to be happy enough with his lot. Eccentric perhaps, doesnt seem to be harming people.
