  18.  @chriswhite-i4o  Diminished responsibility was brought in after Ruth Ellis where she and others, "were not in the right mind" due to traumatic things being done to them before reacting. Or straight forward issues, mental conditions of sorts, which disconnect you from reality. This seems straight up revenge and political which should fall under a straight forward terr'rist action.
