The most likely explanation is that there was a limited amount of cargo that could be taken out of Afghanistan and trucks and small arms just didn't make the cut. Is it a happy accident? If Taiwan falls, the US loses support of all its Pacific allies. The win conditions are the war are simple: if the US can sink enough of China's ships, China loses. If China sinks two carriers, the US loses. That'd be a fairly quick war. It's probably going to happen within six years, according the the US Admiral in charge of the Pacific theater.
