Is that one of the biggest factors ? It seems like most of these guys became homeless because they lost their jobs. Since they lacked a high level of education or other in demand skills they were unable to find permanent work. Sometimes they survived by working as casual day laborers but then got too old for hard physical work. Others may have problems with alcohol. Some may have grown up in some sort of state run facility - but it didn't seem like that applied to most. Now that may well be a separate serious issue, but it didn't seem to be a major one when it comes to homelessness. Most of those guys did appear to have families (either parents or a wife and kids they are estranged from).

It is good they are making improvements to homelessness, one thing I'm still curious about is how the remaining homeless survive. Where do they get money for food, alcohol, cigarettes etc if they are not receiving government assistance ? The homeless in Japan don't generally panhandle.
