  2. It's so inconvenient for most Americans, because they have to sit the test. I remember some American friends complaining about it, also sometimes the person doing the test was super strict, any tiny mistake would see you fail !! Some countries (and I think a couple of US states) have mutual recognition with Japan, so it is possible to convert their license to a Japanese one without taking the test ! Convenient !!
