The resolution is inadequate, because the apparatchiki who stole his money suffered NO personal consquences at all. That additional sum was taxpayer's money. I think the builder's best move would have been to refund whatever the asshole had already given him, tell him he's a fucking deadbeat and never to contact them again. Since that ship has sailed, he should sue the California sheriff and all of the deputies who participated in the raid for violating his civil rights under color of authority, slander, kidnapping, and false imprisonment. As for the asshole who couldn't cope with losing his place in line because he failed to make timely payment, his name should be published as widely as Joel Michael Singer (look him up), so that people know better than to do business with him in the future.
