  1. Couple years back, my landlord had a property with an unpermitted shack on it when he bought it. The city of Santa Cruz ordered him to remove it. They then demanded that he APPLY FOR A PERMIT to do so. Hello? An order isn't permission?   He just waited for it to collapse on its own, and then hired a couple of guys and a truck to remove the rubble. They threatened to demolish it and bill him for it, and he told them "It's gone. If you try to bill me for unneeded work, I will come after you personally for extortion."
