  1. Before we all had cars, in many places in these United States, horse theft was routinely punished by hanging the perp on the spot. A theft that deprived the victim of transportation was much more serious than stealing money, because it could be a matter of life and death. I would be in favor of explicitly authorizing anyone who catches a thief in the act of taking anything that renders a vehicle inoperable to beat the perp unconscious, and if he dies, nothing of value is lost.
