  1. "Qualified Immunity" has no basis in law whatsoever, and is obvioously preclueded by the Equal Protection clause of the Constitution. Its existence is the fault of the courts for dereliction of their duty to enforce the law when the culprits are government minions, and on the people for ever putting up with it at all.
