  1. What "modernizing regime" would that be? The Soviets were simply a continuation of the czarist feudal system, with the titles changed from "count" and "prince" to "commisar". Soviet subjects were just as oppressed under the apparatchiki as they had been under the nobility, except for Lenin's innovation of starvation as a tool of mass murder. -jcr
