  1. Two comments: the question we can be sure about is "Why do so many US legislators declare themselves to have a religious affiliation." Perhaps, as a few remarks suggest, Conservative Evangelicals are more likely to have their vote affected by religious affiliation than others, therefore there's a pay-off in declaring oneself Evangelical. Second: I'm not sure it's reasonable to more or less equate "No religious affiliation" with "Atheist(ical)". There is the group of "spiritual not religious": I'm not sure what that means (is anyone?), but it's not the same as atheism. Also, given that a large part of the US landscape of organised religion is pretty toxic, it wouldn't be surprising if some of the non-affiliated didn't want to have anything to do with a church, but were quite theistic in their beliefs.
