Two thoughts: the evil eye seems to have been thought of as a natural phenomenon by at least some of the theorists quoted here; so when the Abrahamic religions include procedures to avert it, they're not delving into folk religion, but providing ways to cope with the natural world (or what was thought of as the natural world by many). I'm pretty doubtful about the social control theory at the end. If it worked like that, wouldn't we find a lot of ways for the successful to avoid arousing envy, rather than ways to protect from the consequences of envy? And is it just the successful who feel the threat of the evil eye? It sounds a bit like an explanation applied because it has a fashionable form, rather than anything arising from detailed knowledge of the phenomena. But maybe that's because all I've heard is a brief summary.
