These laws wouldn't exist if landlords weren't so greedy, abusive, and crooked. Laws don't just appear, they have a reason. A lot of these sad cases are just due to people being stupid and careless. These days it's absolutely trivial to set up security and cameras to monitor a property. If you have property worth millions of dollars and you don't take steps to protect it, well, that's kind of on you. That being said, pulling fuses on A/C units, pulling meters, shutting off gas, this stuff is also pretty trivial.
