Maybe they purposefully stalled the manufacturing so that nations would receive them almost a decade later and thus wouldn't be prepared to start development for a replacement until much later in order to make sure the F-35 wasn't a waste of money. All part of the strategy to keep the EU industry down and dependent on US technology. At least the UK, Sweden and Italy won't fall for it as they're jointly working on the Tempest 6th gen.
