Have you explored the practical consideration of housing millions of extra people in a Europe that is destroyed by war being deemed troublesome? This could have been a contributing factor as well, at least for some of the groups. Another reason could be fears that spies or socialists would be within the group, which by certain governments might have been seen as a huge downside to granting them citizenship. Remember that at the time the US government imprisoned its Japanese population due to fears of allegiance to Japan, strictly based on their citizenship/ethnicity. Why wouldn't a similar kind of thinking apply to Russians (i.e. an assumption that they're just a "bunch of commies" and therefore seen as a threat to the capitalist order)? Even if there was knowledge of their reluctance to return to the USSR, this didn't discount them as possible socialists or USSR-sympathisers. After all, there are factions of socialists/communists such as anarcho-communists that absolutely hated the USSR all the same.
