  1. yeah, this is damned if you do, damned if you don't situation... Really, the only way to fight propaganda is through censorship, at least on responsive enough basis. Problem is, you can't censor, because it is either just undemocratic (ie. against not codified but held values) or outright unconstitutional as part of law. Meaning if you implement any measure to diminish spread of propaganda, you give your opponent genuine ammunition to use against you, damaging your legitimacy, because you've shown, that the values you declare to be at the very heart of your state/system mean and are worth nothing. Values like freedom of speech for instance and particularly political speech.
