  1. You can't do that. If the practicalities are to work in concert, you need the same goals and values, because those inform the rules that are in particular nations. Just recall slavery and the US. What are you gonna do, if slaves begin to flee into places, where slavery had been banned? Cause that "dispute" ended up in a civil war. Or what about abortion? It's flat out illegal in Malta (last time I checked, it was), but it's on demand in most of the rest... Now, what if Malta made it a felony to seek abortion? How do you square that conflict within one system? This won't work.

  2.  @DillionMatt  no way. That is not possible. Hell, Russia is not sufficiently assimilated within itself! Just compare caucuses regions with areas around Baikal and Russian heartland around Moscow... Even if you took rural Bulgaria and compared it literally to central Madrid, you'd find less commonalities in Russia than in the EU.

  4. Europe basically sold it's foreign policy to the US for the protection it had. Europe followed the US into the war on terror, which was so far the only application of article 5 so far. Europe has pulled it's weight.
