Even accountants aren't exactly to blame for tax evasion. Sure, there are offices like that, but in accounting itself there are certain rules and aims, one of which is to give fair and true picture about the company. This is, when looking from the outside, mostly important for taxes, but, much more important is the inner point of view. How are the managers and owners decide, how to manage their companies, if their information is not right?! That is the principle, which vast majority of accountants, I know, follow. It's the coulture of the companies, that hire these accountants. If you want to end tax evasion, you have to make sure, that even successful evasion has unbearable and plainly visible costs to the companies and more importantly owners.
