There's another problem with new cars. In the EU, new private cars will have to have black boxes AND systems preventing people from speeding, by overriding driver's commands. More and more computer components, either limiting the driver or making it more riskey for them to drive it. And the worst thing? It can't be disabled. Why would anyone buy a new car, except companies for their fleets? Normal people will evade this, by buying only used cars before this shit came through.
