Not really. It depends on the titles you want to play. For instance, I want to play some ANNO 1800 and have I5 3330 processor paired with 1070TI I managed to score never used and 16 gigs of Kingston DDR3 memory. The game get's unplayable by midgame, because my computer just can't handle the title. I am fortunate, that it is the sole title that happens in, but I am still bottlenecked by that processor. Eventually, I will have to build a new machine from the scratch, because of how outdated my motherboard is (we're on DDR5 for RAM now).
So check what you want to use that computer for. If we're talking light tasks, you're right. I wouldn't be worried about Excel spreadsheets on a Sempron either, but highger end stuff, that these companies want to push? Have to buy newer... And not buy laptops for gaming PERIOD! What I'm more wirried about, are operating system requirements and what happens, when Steam drops support for Win10.
